Social Insurance and Pension

Public Authority for Social Insurance holds the responsibility of providing social insurance services in Oman. Its vision is “To ensure social protection for individuals, families, and the society under an insurance scheme that is based on the principles of justice and social solidarity and is comprehensive and sustainable.” In fact, Social Insurance Law (Arabic Only) is a translation of Oman’s efforts to ensure social protection for everyone, inside and outside Oman.

The authority is responsible for applying the provisions of Social Insurance Law such as: insurance against old age, disability, and death risks, insurance against work injuries and occupational accidents, insurance for Omanis working abroad, application of the common system of social insurance for nationals of GCC countries working in other countries in any member country of the GCC, and application of social protection system for self-employed Omanis or those legally assimilated to this statue. Public Authority for Social Insurance has eight branches in Salalah, Suhar, Nizwa, Ibri, Buraimi, Ibra, Sur, and Rustaq to ensure comprehensive and integrated benefit from the provisions of the law.

Pension Scheme Coverage for GCC

The pension scheme coverage for GCC (Arabic Only) , issued by the Royal Decree No 5/2006, is one of the common achievements of GCC countries, whereby occupational safety and stability are being insured for employees working in one of GCC members. Under this scheme, each of the member countries is committed to extend social insurance security for their nationals working abroad in the GCC countries either in public or private sectors. In addition, both employee and employer are subject to the civil pension/ social insurance terms and conditions in his/her country. The scheme, moreover, covers insurance for aging, disability, diseases, and death, and the employee has the right to benefit from insurance of work injuries and occupational accidents in the country of workplace. Pension Fund

Oman has eight governmental pension funds. These funds consist of workers in both government and military sectors, and Public Authority for Social Insurance is the ninth fund that consists of some workers in the private sector.

The eight governmental funds are:

  • Civil Service Employees Pension Fund
  • Diwan of Royal Court Pension Fund
  • Defence Pension Fund
  • Oman Royal Police Pension Fund
  • Oman Royal Guard Pension Fund
  • Internal Security Pension Fund
  • Palace Office Pension Fund
  • Special Forces Pension Fund

Each retired employee from Civil Service or Public Authority for Social Insurance deserves one pension right which is pension salary, while in Diwan, each retired has two pension rights which are a salary and a grant. Grant, in Diwan, is half the salary of each year of service. In other funds, however, the retired obtains two pension rights which are a salary and a bonus equivalent to salary of each year.

Employment and Labour welfare

The Directorate-General of Labour Welfare and the Directorate-General of Employment have been established to achieve the principles, objectives and policies of the Ministry of Labour in regulating the labour market with the participation of the three productive parties (Government, employers and workers):

Directorate General of Labour Welfare:

  • Monitoring and assessing the implementation of legislation and decisions governing the labour market.
  • Verifying the application by private enterprises of the provisions of the Omani Labour Law.
  • Making employers or workers aware of the importance of legal principles, rights and foundations.
  • Following-up on complaints and communications that may have affected labour relations between workers and employers.
  • Seeking appropriate solutions for the settlement of disputes, thereby ensuring the stability of labour relations.

Directorate General of Employment:

  • It is concerned with the employment of the national labour force in private enterprises.
  • Licensing of the incoming labour force to work in private enterprises.
  • Provide employment opportunities in private sector enterprises for job-seeking citizens.
  • To propose programs and work plans to raise the Omanisation rate and achieve localization in the private sector.
  • To direct those who are not professionally qualified to enter the training opportunities available to them to acquire practical skills in accordance with the needs of the labour market.

Training of graduates and job seekers

Convention for the Training of 300 Graduates of Information Technology and Communication Engineering

A three-year training and qualification agreement was signed between the Ministry of Labour and Huawei Company . This is in order to enable them to meet the requirements of the labour market and to provide them with the necessary experience to compete in the labour market, and to provide them with employment opportunities. Students will be trained in 3 batches per year in a practical and theoretical manner and students will be provided with an allowance and health insurance during the training period.

Kheberat (Experience)programme to enhance the job skills of young jobseekers

The aim of the program is to empower young people and provide them with the job skills required by the labour market to ensure increased productivity of individuals and institutions and sustainable work. Approximately 600 young people and women seeking employment have been trained from higher diploma and university graduates.
Initially, the trainee goes through a number of structured qualifying stages that address several areas, including personal goal setting and career planning, biographical preparation and job interview strategies, job skills refinement and the skills of the Fourth Industrial Revolution, as well as the development of positive behavior to increase productivity, ways of acquiring knowledge, learning strategies and leadership keys for beginners.
The candidate is then evaluated during the training program and awarded an experience card, which is supported by the Ministry of Labour to enable the researcher to start their training program at the job for 12 months. The trainee will be subject to evaluation and follow-up during the training period to ensure the commitment of relevant parties to implement agreed training plans and to verify the extent to which the institutions are committed to recruiting the trainee after the completion of their planned training program.
