This service is focused on taking effective measures to prevent fires and ensure the implementation of the instructions and requirements stipulated in the regulations and laws governing the nature of risks in the Sultanate.
This service also focuses on following up with the various construction plans and projects, studying them, describing the safety requirements and following up their implementation, and conducting field visits to residential, commercial and industrial establishments and public and private facilities to ensure safety requirements.

This service consists of searching for and providing aid to people who are in distress or imminent danger.

Land search and rescue:
This service includes reaching high places, rescuing the trapped from under the rubble, extracting people from collapsed buildings or houses, and helping those stranded in elevators and narrow spaces.
Maritime search and water rescue:
This is concerned with incidents of people falling in wells or drowning in the sea, wadis or falajs, as well as searches for criminal evidence, due to the fact that some criminals tend to dump evidence in seas, wells, ponds and swamps.

The Ambulance service contributes to the provision of health care to the injured in accident sites through direct intervention to save their lives and their health, which helps to shorten their stay in health institutions as it provides the following services:
Provide emergency services to those injured in accident sites in a correct scientific manner;
Preserve the lives of the injured and avoid the deterioration of their condition until access to health care in hospitals;
Minimize the complications of road traffic injuries;
Provide the necessary ambulance service, medical evacuation and rescue operations in disaster situations in cooperation and coordination with other competent authorities.
Service Provider Public Authority for Civil Defence and Ambulance
The Firefighting service includes:
Protecting the public in emergency situations;
Responding to a wide variety of calls, such as car crashes, chemical spills and general rescue as well as firefighting;
Providing first aid until the arrival of ambulance personnel;
Promoting fire safety via talks, advice and training sessions;
Inspecting and enforcing safety standards in commercial and residential properties;
Demonstrating the use of firefighting equipment;
And other related duties.

The certificate is issued after completing the following procedures:
Fill out the form for the validity certificate of fire and rescue vehicles and attach all required documents.
Get the vehicle Inspected by the Transport Department of the Public Authority for Civil Defense and Ambulance and bring the examination letter.
After completion, the required service fees are paid and the certificate is issued.

The procedures to obtain this license are as follows:
The concerned person shall complete the application form for the safety and security license for the transport of chemical, radioactive and petroleum materials, their derivatives and industrial gases, and attach all the required documents.
The concerned person shall bring the vehicle for inspection and ensure that it meets the preventive requirements.
After completion, the required service fees shall be paid and the security and safety license is issued.

The service is provided as follows:
The application form for the certificate of conformity of civil defense equipment, devices and materials to the standards and specifications shall be filled and all required documents shall be attached.
The application shall be studied by the PACDA specialists. After completion, the prescribed fees shall be paid and the certificate is issued.

The company representative completes the application form for the certificate of practicing the installation of civil defense equipment, devices and materials and attaches all required documents. Then, fees are paid and the certificate is issued.
Regarding the maintenance of the extinguishers, the application is examined and a date is set for visiting the company's workshop to ensure the availability of maintenance tools for civil defense equipment and materials and the extent to which technicians are aware of maintenance operations

The service is provided for the private sector as follows:
The advisory office completes the application form and attaches all required documents which include project plans.
The plans are studied by specialists at the Public Authority for Civil Defense and Ambulance to ensure that preventive requirements are appropriate for the facility to be licensed according to the followed regulations.
After ensuring that the plans meet the legal requirements that must be provided in the facility and after the payment of the prescribed fees, the initial security and safety license is issued with the approval of the plans for the facility.

This service is provided as per the following procedures:
The company installing the equipment shall fill out the application form and attach all the required documents.
Coordinating with the company to schedule an inspection by the nearest Civil Defense Center.
After fulfilling the requirements, service fees shall be paid and the certificate is issued.

When applying for this service, the following is required:
The engineer must have a bachelor degree (minimum) in the field of preventive engineering and fire protection methods.
The engineer's experience in the field is not less than two years for Omanis and five years for foreigners.

The engineering office shall fill out the application form and submit it with the required documents attached.
Studying the request by specialists at the Public Authority for Civil Defense and Ambulance, and in case of meeting the conditions, the fees shall be paid and the approval shall be issued for the activity.

This service is provided for business owners as follows:
The concerned person shall complete the application form prepared for this purpose and attach all the required documents.
The Authority shall coordinate with the applicant to visit the site in order to implement the preventive requirements against fire hazards and provide a report of these requirements.
Scheduling another appointment with the owner to make a final visit to the site to ensure that all the preventive requirements that were observed in the previous visit are implemented, and after the implementation is confirmed, the applicant shall inform the management to pay the prescribed service fees and issue a security and safety license for the activity.
Service Provider Public Authority for Civil Defence and Ambulance
For events and activities that require a security and safety license, the organizing body shall follow these procedures:
The person concerned shall fill out the application prepared for this purpose and attach the approvals of the competent authorities and the required documents.
The authority shall coordinate with the person concerned to visit the site prior to the event, in order to set the required preventive requirements to be implemented on the site and provide them with a report of those requirements.
In case a fire engine is required on site, the applicant shall be notified of the activities of high risk.
After completing the preventive requirements, the applicant shall check with the management or visit the site again to make sure they are implemented.
Then, the applicant shall pay the prescribed service fees to obtain a security and safety license for the event.

This service is provided for business sector through the following procedures:
The company which does the installation of equipment and devices of civil defense or the owner of the facility shall fill out the application form prepared for this purpose and attach all the required documents.
The facility sets a date for the testing of equipment and devices of civil defense.
The site is then visited by specialists from PACDA to ensure that all safety requirements and fire hazards preventive controls are met.
After completion, the required service fees shall be paid and then the security and safety license is issued.

Service Provider Consumer Protection Authority
The consumer can make a complaint against shops, institutions, and companies, concerning any goods or services that violate the Consumer Protection Law or any of the decisions issued by the Authority, and that is through filling out a complaint form or submitting a written complaint with all the required information and details.
Moreover, the consumer who made a complaint, or whoever is appointed officially with a power of attorney, should attend to the headquarters of the Directorate General for Consumer Protection – the Complaints Department (Consumer Services Hall).
